Required Documents for Philippine Import Clearance

A practical overview of the commercial, transport, and permit documents commonly needed for import clearance.

Philippine import clearance requires a Goods Declaration supported by documents that establish the transaction, packing details, and transport information. A Commercial Invoice, Packing List, and Bill of Lading (B/L) or Air Waybill (AWB) commonly form the core document set.

Depending on the goods, a Certificate of Origin, Import Permit, test or inspection certificate, insurance evidence, and proof of payment may also be requested. Confirming the final document set with the importer and customs representative before shipment can reduce corrections after arrival.

What to prepare

  • Legal English name and address of the importer and consignee
  • Commercial Invoice and transaction or payment evidence
  • Packing List by package or handling unit
  • Draft and final B/L or AWB
  • Certificate of Origin, permit, or inspection record when applicable
  • Consistent descriptions, quantities, weights, and values across documents
